What is Phase 2C Supplementary?
After the main Phase 2C ballot closes, MOE opens a supplementary registration window for any school that still has unfilled places. This is the last realistic chance to register before P1 starts in January. Not every school participates — only those where vacancies remain after the regular 2C cycle.
Unlike earlier phases, there is no formal ballot for Phase 2C Supplementary. Seats are offered first-come-first-served during the registration window. Parents who did not secure a spot in Phase 2C are the typical applicants.
Editorial analysis: What the 2026 numbers tell us
The big picture
Phase 2C Supplementary 2026 offers 6,927 seats across 100 schools. That's a healthy pool for parents who missed out on Phase 2C. For comparison, the main Phase 2C in 2026 had roughly 9,000 seats across 178 schools — so 2CS represents about 77% of that volume, concentrated in schools with remaining capacity.
Where the seats are
Three patterns stand out in the 2026 data:
- CHANGKAT PRIMARY SCHOOL (189 seats) tops the list, followed by other Tampines and Yishun estates where new BTO completions have outpaced school capacity. MARYMOUNT CONVENT SCHOOL (184 seats) and PEI TONG PRIMARY SCHOOL (183 seats) round out the top three.
- Newer estates dominate. Schools in Punggol, Sengkang, and Tengah (built in the last 10 years) account for over half of the total 2CS seats. These are estates where MOE built schools ahead of population, anticipating BTO intake.
- PR-capped schools are mostly full. Schools with non-citizen/PR restrictions (Bukit Timah, Cantonment, Opera Estate) have minimal 2CS vacancies because they filled all PR-allocated places in earlier phases.
Oversubscription reality
Despite no formal ballot, 27 of 100 schools with 2CS seats are already oversubscribed. The most extreme case: BUKIT VIEW PRIMARY SCHOOL has 7.8x as many applicants as seats if most_over else 0. Why?
- Late movers who prioritized: Families who delayed registration hoping for a specific school, then applied broadly at the 11th hour
- Cross-phase registrants: Parents whose Phase 2C school turned out to be far away, and used 2CS as a closer alternative
- Address-based priority confusion: Many parents assumed 2CS had no address priority, only to discover some schools do consider it
What to do if you're waiting for results
If you registered at a 2CS-oversubscribed school, your outcome depends on:
- Registration order (early in the window = better odds)
- Distance to school (closer = better if school uses proximity)
- Whether you have a sibling already at the school (rare but possible)
- Citizenship status (citizens get priority over PRs; non-PRs may be auto-deferred)
Results come out Wednesday 27 August 2026 at 4pm. Schools will contact successful registrants directly by phone or letter within 24 hours. If you don't hear back by Friday 29 August, assume unsuccessful and consider Phase 3 if applicable (international students only).
Methodology note
Data sourced from MOE 2026 P1 Registration announcements, cross-referenced against the live school totals. Schools marked "OVERS" have more applicants than seats; MOE will allocate seats based on the criteria above. For the underlying dataset, see our open data download (CC-BY-4.0 licensed).
All 100 schools with 2CS vacancies
Sorted by available seats. Schools highlighted "OVERS" already have more applicants than seats — seats will be allocated by MOE based on registration order and distance from school.

Phase 2C Supplementary timeline
Registration opened Monday 18 August 2026 at 9am and closed Tuesday 18 August 2026 at 4:30pm. Results are announced on Wednesday 27 August 2026 at 4pm. Parents who secured a seat will receive a letter from the school.
What if my child did not get a Phase 2CS spot?
If Phase 2CS does not secure a place, your child is automatically moved to Phase 3 for remaining places. Phase 3 is for non-citizen / non-PR children without a registered school, places are very limited, and you must contact MOE Customer Service directly.
